About

Unified Digital Platform

The Government of Goa aims to design a Unified Digital Platform for the MSMEs in the state which shall act as a digital one-stop solution for MSMEs in Goa. The primary objective is to provide comprehensive 360-degree assistance to MSMEs through a data-driven approach. It has been observed that the uptake of MSMEs in Goa has been relatively low in both Central & State Government Schemes for the MSME sector. The primary reason for the same is lack of awareness and limited clarity on the compliances and procedures to avail benefits under the various schemes. To address this challenge, a unified digital system will be created for disseminating information about the various MSME schemes and providing assistance in compliance/procedures through a digitized mechanism. The Portal will have various modules including the Information, Application, Compliance, Training, and Online Dispute Resolution Module. The Portal will also play a significant role in monitoring, tracking, and reporting the progress of various interventions under the RAMP Programme. This RAMP monitoring dashboard will help in course correction and strategic decision-making.

Raising and Accelerating MSME Performance (RAMP) Interventions

Business Facilitation Center

The Business Facilitation Center (BFC) is a key intervention approved under RAMP Goa. The BFCs have been set up to provide handholding, advisory, and facilitation support to MSMEs in Goa. The BFCs bridge the gap between government initiatives and MSMEs by offering professional, domain-specific support through trained experts, thereby improving access to services and ease of doing business. Two BFCs are operational at the 4th Floor of the Department of Industries, Trade and Commerce (DITC) office in Panaji, Goa, which functions as Points of Single Contact for MSMEs seeking guidance on schemes, compliances, market access, finance, and business growth.

The Unified Digital Platform (UDP)

The Unified Digital Platform (UDP) for MSMEs is a flagship digital intervention under the RAMP Programme, designed as a one-stop digital solution for Micro, Small, and Medium Enterprises in Goa. Developed by the Department of Industries, Trade and Commerce, the platform aims to provide 360-degree, end-to-end support to MSMEs through a data-driven and integrated digital system. The UDP addresses key challenges faced by MSMEs such as lack of awareness, procedural complexity, and limited access to schemes and services, which have resulted in low uptake of Central and State Government MSME schemes. By consolidating information, applications, compliance support, training, and grievance redressal into a single platform, UDP simplifies the MSME journey and improves ease of doing business in Goa.

Capacity Building & Training Programmes

The Capacity Building & Training Programmes under the RAMP Programme aim to strengthen the skills, knowledge, and entrepreneurial capabilities of both existing and aspiring entrepreneurs in Goa. These programmes are designed to support MSMEs across sectors by addressing skill gaps, improving managerial competencies, and enhancing technical and business capabilities. Implemented by the Department of Industries, Trade and Commerce, the intervention focuses on delivering need-based, sector-specific, and customized training programmes to empower entrepreneurs and promote sustainable MSME growth in the state.

The Champion MSMEs in the State intervention under the RAMP Programme is designed to create a pool of competitive, progressive, and high-performing MSMEs in Goa that can drive innovation, productivity, and economic growth. These Champion MSMEs are envisioned as role models and mentors for the broader MSME community, showcasing best practices in innovation, sustainability, adaptability, and business excellence. Implemented by the Department of Industries, Trade and Commerce, this intervention focuses on transforming selected MSMEs through structured, one-on-one handholding and targeted business acceleration support, enabling them to achieve higher growth trajectories and global competitiveness.

The Gender Inclusion and Greening Initiatives under the RAMP Programme are designed to promote inclusive, sustainable, and environmentally responsible growth of the MSME sector in Goa. This intervention focuses on strengthening women entrepreneurship and encouraging MSMEs to adopt green and sustainable business practices. Implemented by the Directorate of Industries, Trade and Commerce (DITC), the initiative integrates social inclusion with environmental sustainability to ensure long-term economic development.

Exhibition, Trade Fair and Event – Reverse Buyer–Seller Meet (RBSM)

The Reverse Buyer–Seller Meet (RBSM) is a market-access-focused intervention under the RAMP Programme, aimed at providing national and international exposure to MSMEs in Goa. Recognizing that MSMEs often face challenges in identifying suitable markets and meeting global quality and safety standards, RBSM creates a structured platform where international buyers (importers) interact directly with MSME sellers (exporters) from Goa. Implemented by the Department of Industries, Trade and Commerce, the intervention seeks to promote the “Made in Goa” brand globally and strengthen Goa’s position as an emerging export-oriented state.

The Transforming SHGs into MSMEs intervention under the RAMP Programme focuses on enabling Self-Help Groups (SHGs) to transition from informal, localized activities into formal, sustainable business enterprises. SHGs play a vital role in the local economy of Goa but often face challenges related to limited market access, lack of formal registration, inadequate branding, and low digital adoption. Implemented by the Department of Industries, Trade and Commerce, this intervention provides structured handholding and capacity-building support to help SHGs unlock their full economic potential and integrate into the MSME ecosystem.
